Update JS dependencies (#22538) 
- Update all JS dependencies
- Add new eslint rules
- Rebuild SVGs
- Tested citation and build

SVG changes are because of https://github.com/primer/octicons/pull/883.

Update JS dependencies (#15591) 
* Update JS dependencies

- Update all JS dependencies
- Regenerate SVGs
- Remove unused postcss dependency
- Remove removed webpack option
