Cache cert verification methods (#871) 
* cache cert verification

CheckSignature and Verify are expensive methods, and certificates are
static. Cache the results.

* use atomics

* make sure public key bytes match

* add VerifyWithCache and ResetCache

* cleanup

* use VerifyWithCache

* doc
