Apply some limits to depth to counter abuse
* When creating a new event, cap its depth to 2^63 - 1
* When receiving events, reject any without a sensible depth

Remove redundant `preserve_fn`
preserve_fn is a no-op unless the wrapped function returns a
Deferred. verify_json_objects_for_server returns a list, so this is doing
nothing.
