Enable cross-signing key upload without UIA ( #17284 )

Per MSC3967, which is now stable, we should not require UIA when
uploading cross-signing keys for the first time.

Correctly mention previous copyright ( #16820 )

During the migration the automated script to update the copyright
headers accidentally got rid of some of the existing copyright lines.
Reinstate them.
