Generally no, uBO does not serve as [parental controls](https://en.wikipedia.org/wiki/Parental_controls) extension and doesn't support password protection.
However, you can make uBO setup bit more strict by administrative policies: [Wiki: Deploying uBlock Origin: configuration](./Deploying-uBlock-Origin:-configuration)
Most of related issues/discussions/feature requests to implement such functionality have been declined over years, with a headline message: "that it should be handled by separate dedicated tools":
