Add slicing notation to `--playlist-items`
* Adds support for negative indices and step * Add `-I` as alias for `--playlist-index` * Deprecates `--playlist-start`, `--playlist-end`, `--playlist-reverse`, `--no-playlist-reverse` Closes #2951, Closes #2853
